Project Overview

The Government of Ghana, through the Ministry of Roads and Highways (MRH) and Ghana Highways Authority (GHA), seeks to combine the well-known, traditional method of road construction and rehabilitation with the new concept of output and performance-based road contracting (OPRC) for the management and maintenance of selected highways and feeder roads in the country’s Brong-Ahafo, Northern, and Upper East regions.

The OPRC concept is based on the design-build-operate-maintain-transfer contracting principle and includes the initial rehabilitation works and maintenance services in lump sum contracts, where payments are based on achieving performance targets. The OPRC project is being implemented under the Transport Sector Improvement Project, which is a group of projects for which the Government of Ghana obtained funding from the International Development Association of the World Bank.

Knight Piésold, in association with the lead consultant, UWP Consulting (Pty) Ltd., provided consultancy services for the assessment study to implement OPRC.
